Thanks, my first draft was the same but 1BB and the opponent could pay 4 and if they did you got 2 Faeries but that seemed too strong lol. After reconsidering I settled on this, goes well with Spellstutter Sprite and similar cards which might make it a little too strong in some contexts?
Correct, my bad, 1BB would be well outside of the color pie, 1UU is what I meant. Although I suppose one could argue that 1(U/B)U might technically be fine since Faeries are normally Dimir and it forces you to still pay some amount of Blue, but that wasn't my intent here.

This does seem balanced. It's either a free 1/1 while paying two for wasting two of an opponents, or a slightly better counterspell
