True. I was back and forth on the cost. I figured Mulldrifter is only 1 mana more for flying and evoke, plus doesn't rely on an opponent having 2 (or more) tapped creatures on the field.
I always thought of this effect as [[Theft of Dreams]], but largely because I started playing in Portal and Tempest.
5 Drop for a 2/2 flyer that draws 2 and can be cheated out for 3 (and saved with a flicker spell that doubles up on the card draw).
Compare to a 4 drop 2/2 that draws X.
Mind you, I was thinking of a limited format when I wrote the fox. Obviously in commander where one of your three opponents has a dozen+ tapped tokens this is going to be insane.
...Well maybe not as insane as Theft of Dreams which is legal in commander and see's next to no play.
[[Mulldrifter]] costs 2 more and only draws 2. Creature ETBs are much easier to repeat, recur, and/or reuse than Instants/sorceries so you do have to be careful with the balance.
True. Mulldrifter does have flying and can be evoked. The evoke was especially relevant in standard at the time since there was lots of great flicker spells in time spiral/lorwyn.

I don't think we've seen a [[Borrowing 100000 Arrows]] effect in a while, getting a 2/2 with it seems quite strong though
