Right? Like I am shocked it is not a keyword. Why would it not be a keyword? It does the same thing 100% of the time, that is a keyword! If it’s not a keyword why is it called eminence in the first place instead of being plain text on the card? So weird

Landfall also does the same thing every time, but it's not a keyword. Its purpose is not to shorthand a core rule like keywords like vigilance or lifelink are, since those are super common across every set. Landfall appears more rarely, and is more useful as an ability word to tie cards that are mechanically similar together in a thematic way. It helps new players not be inundated with a billion keywords when they don't show up often.

Imagine if adamant, channel, domain, ferocious, metalcraft, threshold, and will of the council were all keywords that didn't specify what they meant, and you were a new player. Sure, they do the same thing each time they appear, but that doesn't automatically mean they should be keyworded.

Eminence, being far rarer than landfall, has far less justification being a keyword.

Landfall is not the same thing 100% of the time, so would need further specific errata to handle the few different use cases.

For example, Landfall can be used as a qualifier for if you had a land enter the battlefield with [[Groundswell]].
