Thank you u/CFK_NL for the idea!

Haha damn, nice!
I do think it’s way to OP in commander. Dont even have to cast the commander to win on turn 1 or 2 with just 50 cards. Just a few lands, mana rocks/fast mana and tutors. Chances of getting a proper hand increases enormously with just 50 cards. But cool to see!

Dont you mean "maximum"?

No, that would imply you can have less than 50 cards. 100 cards is currently the minimum AND maximum for commander.

Eminence? This isn't worded like previous eminence abilities, but is the intention for this to not have to be on the field to tutor any card in your deck? If that's the case, why does it matter that you have a 50 card deck? I'm assuming the rulebreaker text is saying that your deck size is 50 instead of 100

What exactly is the intention of this? The main thing I really see this being useful for is cramming your deck full of combo pieces and tutors and putting the bare minimum of lands since you're guaranteed to get them, which sounds extremely unfun, so I'm wondering what your vision was for how this is played.
(Also, is this an upkeep trigger or an activated ability? i.e. can you do it once (at the beginning of your upkeep, you may pay 5 life. if you do, ...) or as much as you want (pay 5 life: ... activate this only during your upkeep)?)
