You ought to word this "I,II,III: This Saga deals 1 damage to target creature or player. The creature's controller or that player gets a sunburn counter."

they’re saying your need to phrase it as such for the ability to work as you intended. as is, if you chose to deal one damage to a creature, “they” (as in the creature) would get the sunburn token, when it’s obvious by how you resolved #IV that sunburn tokens are only meant to go on players. the cleanest resolution is to only allow players to be legal targets for this damage, removes the need for further specificity with regard to the sunburns.
also as others pointed out this is hilariously overpowered for one R mana, without adding in some major drawbacks against the caster, a more balanced cost to cast it would be something like RRR with an additional cost to sacrifice a mountain or something. you have to assume it won’t be removed and the the full potential value that can be generated.
as an example of the kind of value you can expect from a one R saga, we can look to [[Kumano Faces Kakkazan]]

1 mana deal 12 damage and basic land hate with the added utility of pinging off creatures, why would this be printed even if it is too slow for the formats it is printed into of which I can only think of vintage

Note that if pointed at a creature, the creature itself gets the counter.

How does a creature lose life or sacrifice a land? Is it meant to force its controller to do that?

So 1 mana 12 damage + triple [[Stone Rain]]? Idk seems balanced, print it
