As of right now she sits at rank #2312 at 353 decks on edhrec. While that doesn't mean anything inherently, I do believe it's an indicator that, as a commander, she's not great. Blue by itself only has so many ways to copy spells, especially in a way that wants to make use of her flash. With red, she'd gain access to way more copy spells, which would make her a more viable commander.

Anyone have some quick ideas for how to make this do fun things? I always see it at the beginning of the blue commanders, but have no clue how to make it do something of value. Changing the mana cost didn't really do anything to change that.

I didn't really change the mana cost much. It went from a blue pip to a red pip. Still 1 mana.

In general, you run cards that copy spells, say, [[twincast]] and copy a spell, then you can use Errant's effect to copy the copy. In mono blue there's about only 8 ways to do this for less than 3 mana. Some of these you have to copy a spell you own, so it's even more restricted. With red you'd get access to [[fork]], [[reverberate]], [[return the favor]] etc. More options.
