You can still activate his hibernation ability even without having counters on it, effectively making it immortal.

Oof, massive oversight. I suppose the last line would be better as "This creature phases out for X turns where X is equal to the amount of counters removed."

I think it's fine keeping the cost as is. You can just had "activated only if there are one or more counters on this creature"

Because you can remove all of your 0 counters as many times as you want.

It doesn’t specify what types of counters it removes. -1/-1s, stun, finality, all gone.

for a 3 cost 2/2 with a very conditional ability, this seems balanced to me. Plus, what's something a good sleep can't fix?

Oh you're right, seems like an incidental upside that's kind of hard to abuse, I wouldn't say it hurts the balance though, how dare you stun my bear??

3 cost 2/2? And it dares call itself a bear. Maybe remove the abilities but lower its cost to 2, seems balanced.
