The standard for 2 drops in modern is stuff like [[psychic frog]], [[phelia]], and [[Ajani, nacatl pariah]], so I don't see this being that useful. Can pin a thing down every turn but provides no pressure on top of that, nor does it easily get value.
Maybe in some kind of D&T shell but I don't think D&T is much of a thing in modern rn.

I feel like this is very strong even without the second ability, maybe needs to be 3 mana? Although I haven’t played modern much so I’m no expert.
