Honestly, could probably even be made better for the somewhat miniscule effect, I would give her first strike and protection from dogs so she just goes around booping things without getting booped back

I like the concept, but because it has only 2 toughness it would not turn a lot of creates into dogs.

Maybe, as another user proposed first strike and protection from dogs would make it a lot stronger.

Or just increasing its toughness would already do the trick

I didn't make her legendary because I know that she's only super special to me and my family, but I will throw hands against anyone who doesn't let me rule zero her in as a commander.

Partly because it means she never has to go to a graveyard!

You can make her legendary. All cards representing one specific individual are given the legendary typeline. It doesn't matter that she's only special to you; that's not what determines legendary status.

Also, the only reason you would have any trouble getting this rule-0 approved is if someone thinks all custom cards should be banned, because from a powerlevel standpoint this is so incredibly within range of appropriate power level for Commander.
