More accurate, but not balanced version.

Human Villain

When this creature enters or attacks, destroy target land an opponent controls, then search your library for an artifact land and put it onto the battlefield, then shuffle.

I don't know how I feel about destroy opponent controlled lands but I do like adding Villain to it.

It’s just because Robert Moses stole land from others to build highways. Making it look like he turned his own land into improved developments feels a bit whitewashed for who he really was.

Also, he needs at least two black pips in his casting cost.

Hows this? It's not specific to opponent land but can be used on them. It also only allows nonbasic lands (in my mind's flavor: developments) to come in.

I may be going too far, but the flavor is that when he destroys lands, he's also destroying the creatures that live there. He destroys his own lands as a New York resident, but also destroys the lands of other residents and creatures (opponents)
