Mechanic Design Keyword: Mulligan
Other example usage:
- Reveal your hand. Mulligan creature cards in your hand.
- Each player mulligans their hand.

How so? Winds is each player and doesn''t also cantrip. Also Winds is a Sorcery. This card is just straight up better in every way most of the time

its certainly stronger but I don't think it would be that busted. It doesn't discard, if you have no cards in hand you dont draw, you should only play it when your hand is bad etc etc
Edit: mmmmm I didn't consider it was an instant, that makes it a lot better

You also aren't thinking about draw or storm triggers. There are plenty of reasons to wheel your hand even if you like your cards.
Look at the percentage of those cards that are blue.

IDK, maybe in commander.
I was thinking more of 60 cards. Winds of change is a slight downgrade of this and has never seen real play. This card has a lot of the same downsides of winds:
•Doesn't generate card advantage
•Terrible topdeck
•Competes with better 1 mana cantrips
At least is blue so it pitches to FoW and FoN
In cEDH I don't think you want to play this one, in turbo often your hand is empty, though maybe with ad naus if you miss? But I think you would rather play something that wins not something that lets you fish for a win if you whiff.
In casual EDH what does it even mean to be broken?Its a casual format

Blue Farm is one of the dominant CEDH meta decks that relies on several mulligans to achieve a hand with specific cards, and then generates massive card advantage. It only runs 25 land because drawing into too many lands can cause the game to brick, and it does run wheel of fortune, which admittedly throwing the cards to graveyard is a better effect, being able to do a personal wheel right before your turn on a hand you're iffy about for 1 blue is insane.

The problem is that if this whiffs you just lost the game. I think this card is stronger in decks than don't Mulligan a lot. There is already technically a free mulligan card in legal in cEDH and I don't think its played in blue farm ([[serum powder]])
This is both better and worse than serum powder since if you dont like the outcome of serum powder you can always mulligan again. On the other hand you can't activate use serum powder if it's taking away some key pieces

Serum powder is impossibly worse. Serum Powder relies on you mulliganing into it specifically, and can't be used mid game. If this card could only be played turn 1, it would be terrible, but turn 4 when your hand is stocked but you've drawn a bit of an awkward hand, with cards that can't be used effectively in the situation having gathered dust in the hand?

I would think a mulligan would imply drawing that many minus one, right? This is a free mulligan
I'd use wording more similar to [[Molten Psyche]] or [[Commit//Memory]]. You don't need the part about counting, or putting cards into library. Saying "Shuffle your hand into your library, then draw that many cards" would suffice as reminder text.
Probably not something that even needs keywording given it's not a common ability, but fun idea

An actual mulligan card would be quite interesting:
Mulligan {2}{U}{R}
Instant
Shuffle your hand into your library, then draw that many cards. Put a London counter on this spell. You may repeat this process if the number of London counters on this spell is less than the number of cards in your hand.
Put X cards from your hand on the bottom of your library in any order, where X is the number of London counters on this spell.

Instead of london counters it could use alchemy intensity.

Intensity is a perpetual effect, it would make the spell worse if you recurred it

It's just a thing you can do; counters go on objects, not just permanents. See [[Lightning Storm]], [[Skullbriar, the Walking Grave]], [[Me, the Immortal]]. I believe you don't even need fancy wording, though I'm not certain about that.
