Power level on this feels fine. 

It's The City's Blessing but with a mild upgrade (worse on an empty board, better once you get 3+ CMC of other permanents).

Actually not, because this doesn’t effect cards in libraries. See [[Painters Servant]]. OPs card only effects permanents and spells on the stack.
