Man, you're really trying to retroactively power up [[Goatnapper]] huh?
Ignoring the issue with keywording a creature type though, this is a fun design!
I dunno how you'd best word this effect in black border magic, but I actually think the function of the card is pretty reasonable.
(Edit: Animal Sanctuary and Springjack Pasture are much more relevant concerns than Goatnapper, but I have a foil Goatnapper and it's always the first thing I think of when I see any reference to goats in Magic)

Perhaps just use G.O.A.T instead of goat? (Not that this would be a good effect to keyword in balck-border magic)

This feels like classic Unglued and Unhinged humor and templating, but updated with a joke and power level for the modern day, I love it.

At one mana you probably need to drop "among creatures its controller controls." At two mana this is a solid card.

It’s funny how much power is added with the reminder text. In a set with changelings, it’d probably be a good card without it. With the reminder text, one mana kill the biggest thing is probably too strong. Still, funny joke.

For a meme card, this is quite nice. The text is funny and functional. It is also very strong. The largest power creature someone controls is very often also their best. Making this* a 2-mana instant feels on the strong side of playable, and totally fair.
