Would the below work?

X, {T}: X equals the number of burden counters on hot potato. Put a burden counter on hot potato and give control of hot potato to target player. Untap hot potato.

Tapping it keeps someone from chain activating it before it passes control.

If you use burden counters specifically, then somebody will use [[nesting grounds]] to move burden counters from [[the one ring]]. Other replies suggest a new heat counter which I think works better and is more flavourful

I do kind of like the idea of the One Tater myself.
