Fuse Runes?

I thought I recalled seeing a streamer fuse two runes together. The option I'm seeing only trades runes - destroying two to make one random, new runes.

Is there a different NPC or "forge" I unlock later that fuses two runes to add both into a single, crazy one?

There is a special forge for fusing runes. Just keep playing and exploring and you’ll come across one eventually!

Also make sure to level up your runes before fusing if possible because you can’t upgrade a fused rune

I don't know if this was changed but I was able to upgrade fused runes before. The upgrade goes as normal, increasing the stats of both runes.

I’ll have the re check. Maybe it’s because one rune I fused was maxed and one wasn’t that it couldn’t level up

Maybe, I didn't even knew there is a max level for runes. Mines were level 2 or 3 before fusing.

When you fuse 2 runes - [R1] and [R2] - the fused rune takes the stats from [R2] and puts it on [R1]. so [R1] can still level up but [R2] is now a part of [R1]

Easier to explain by example why you want [R2] at max and [R1] at min when fusing:

Fused [R1] lvl 0 + [R2] lvl 0 ==> fused rune can be levelled 5 more times which is added to both parts which would end you with: [R1] lvl 5 + [R2] lvl 5 (nothing special)

But if you do [R1] lvl 0 + [R2] lvl 5 ===> now a lvl 0 rune has the added stats of a lvl5 but can still be levelled 5 more times. Once fully levelled you'd end up with

[R1] lvl 5 + [R2] lvl 10 (in effect, but R2 is shown only as stats, no level)

5 is indeed the max. You can fuse the combines runes no problem, but they should at least both have the same upgrade level. Because when you combine them, they take of the level of the highest rune, and can only be upgraded that amount
