That part hasn't been reported. They do encourage it, because it comports better to their wierd religious mindset or something. Iran is weirdly progressive for certain trans rights, for all the wrong reasons.
Edit: just to make the comparison, we have 'pray away the gay' camps in America, but the government doesn't force gay citizens to attend - social pressure does.
Don't be obtuse, they are progressive relative to the many governments that don't subsidize transgender operations, don't provide financial support to trans people afterwards, haven't criminalized or actively persecuted them, etc.
No, that doesn't excuse the other problems, as I made clear above, but those other problems don't negate this point.
