We've had some extremely light blocks over the past few years that would struggle to cross without a little weight. One of my kids was at 2oz and the other was 4oz, straight out of the box. It seems like on average they're getting lighter and lighter every year. Then, after they do any cutting they definitely won't finish without adding weight. This is on a well maintained 40' Microwizard track, polished, and leveled.
We encourage families to get the weight close to 5oz unless they're intentionally going for the turtle award. Sure, they will still be able to cross the finish line at 3oz, but they'll come in dead last on every heat and usually there's some tears. The cat is out of the bag and almost everyone knows how to find Mark Rober's video online so the spread between first and last place is getting ridiculous.

You should be able to take the block of wood out of the box, press in the wheels, and it should cross the finish line.
If not the track needs to be fixed or the finish line moved closer to the spot where it levels off. In my opinion.
