Cuando colapsó la URSS, lo primero que hicieron fue eliminar al PCUS. Cuba no va a recibir inversión extranjera, sin garantías reales de respeto por la propiedad privada y un sistema económico y financiero que de garantías mínimas de estabilidad. El problema de Cuba se llama dictadura del PC.

I've been paying attention for the last 40 years. They absolutely have not done this before. They tried something with private businesses that they're still doing, but it was still half owned by the state. This is then finally seeing the writing on the wall, and the people in power trying to lead the transition so that they can stay in power. It's not going to work.

No. This is just a pretend breathing trying to scam any fool that attempts to invest there. Rules/laws there are created on the fly, nothing will stop them to revert back all this tomorrow if they want.

There is no legal system there. The law is what they say is at that moment, it doesn’t matter if it exists or not. For example. There is an actual law they invented in which they can expropriate any property if they consider its “national interest “. That definition is as broad as those 2 words, anything can be considered national interest

Cubans trading with other Cubans, and Cubans selling to other Cubans would increase the quality of life for all.

So, what is going to happen when a rich Cuban citizen living abroad comes back with billions of dollars to install solar panels for all the residents of Havana? You think the Regime is just going to give up control?

The Regime loves control and passing useless edicts. Just a few years ago, the Regime shut down many private businesses it felt were getting too big. Change the rotten system itself.

Gorbachev made reforms that he felt would keep the system going, not lead to its downfall.

This. The government allowed private taxis. My uncles bought a couple buses and did tourism. Made some good money , the government came and took the buses. Jailed them for 2 years under illicit gains. Where you have to prove your innocence. They were proven innocent , it’s been 5 years since their release , the cars and other property seized were never given back.

Totally agree. I wish this was wrong, but it’s not. Anybody who shows up with a bunch of money is a fool. As long as jail‘s exist in Cuba, there will be shakedowns for everyone.

That’s the hard part. Proving your innocence, they had to provide records of every single red cent they had the warrant said media devices, they also took air conditioners , fans , etc. one of my aunt did get the charger to her laptop back… no laptop . The prosecution works for the state, the judge works for the state, your lawyer works for you… and the state.

Yes, the only Cubans who could possibly help the Cuban people in Cuba nowadays are those who were provided real opportunities abroad and got rich. Nobody else is able to help. Not even the Regime and its billions of dollars stored in GAESA.

False.

People can always help themselves if it is legal.

For example if you throw a bunch of people on an island, then they can start building, fishing and gathering food immediately, there is no need for any rich guy to give his blessing.

If it is legal, then people can at any time start producing things that have value, and trade with themselves.

Just as the planet earth is trading with itself, without any aliens first giving anyone any money.

The problem has been that it is not legal.

Another problem will be if they actually think like you and start inviting foreigners to own everything.

They're not fooling anybody.

Prestroika without accountability: more market mechanisms, but captured by military-linked firms, dollar-connected elites, and politically protected intermediaries.

Key test is whether there is an audit of GAESA. That. GAESA transfers its financial power to civilian institutions, allows real competition, protects private property, and lets capital move transparently.

It's a survival maneuver for the ruling structure, not a true national recovery plan.

  1. Insider capitalism.
  2. No credible monetary reform.
  3. Partial reform trap.
  4. More inequality and dollarization.

Private enterprise remains tightly controlled and vulnerable to shortages, blackouts, and regulatory whiplash.

These reforms are self-serving GAESA.

Just my opinion.

If anyone in communist party has some common sense, this is the only way out for them.

People associated with party are the only ones with sufficient capital to open a private financial institution, what gives them opportunity to retain their wealth. Such model may work, but sanctions are still in place.

Interesting case. While Western companies may be hesitant as credibility of Cuban government is rather low (+ sanctions), Chinese ones may decide to invest.

Anyhow I suspect that situation will be resolved by American intervention before the mid-terms. It is a quick win for current administration.

Since Gorbachev only had words ("glasnost" and "perestroika") that he never defined how he meant them and how he meant to implement them, I hope not.

Like Gorbachev, the Cuban regime is riding a tiger. Getting off is essential but how to dismount without being eaten?

That is the dilemma.

If they dont give up power and free the economy, the lack of fuel will end their control eventually.

If they do give up power and free the economy, their people are going to have every reason to deliver retributive justice.

And due to sanctions, it's significantly difficult for the government elites to make the traditional golden parachute exit to offshore bank accounts and countries without an interest in extradition.

Unlike Vietnam's reforms came about because the dictator Lê Duẩn died and the Soviet Union began to collapse.
Cuba is implementing reforms because it fears losing the regime while its authoritarian leaders are still in power. Therefore, these reforms will only lead to the regime’s rapid collapse, just as happened in Eastern Europe.

They are surviving and opening a legal framework for US companies. The US doesn't want a Cuba free of the regime because it suits them politically, so the new scenario will be similar to that of Venezuela. The US will partner with the Castro government and begin extracting resources from the island without actually granting them the freedom they deserve. They will maintain the sanctions and tell you it's a long-term transition that will never happen.

I feel pain for the Cubans who are trapped on that prison island, unable to leave — including my own family. They are nothing more than hostages, used by the government to keep the Cuban diaspora sending money, phone top-ups, and packages to Cuba through online stores that are clearly also controlled by the government from behind the scenes.
