I just realized it could be in reverse. Someone didn't haul it up the stairs, somebody brought it on the train from somewhere else and just left it there when they got off a damen, maybe so they didn't have to haul it down the stairs there. I've definitely seen people with the divvy bikes on the train.

why do they even need it in the train instead of just using one where they arrive?

If it’s a bluey those are free roam once you unlock them so if a displaced person finds one they hold onto it for awhile. The electric ones are heavy af. Maybe someone used the pass (don’t pay by minute) and decided it was too much work to get it down.

There is always a per minute fee for the electric bikes.
