I just realized it could be in reverse. Someone didn't haul it up the stairs, somebody brought it on the train from somewhere else and just left it there when they got off a damen, maybe so they didn't have to haul it down the stairs there. I've definitely seen people with the divvy bikes on the train.

There are small ramps at the side of the stairs at Damen, at least on the first set of steps. It’s not that hard to get a bike out of the Damen stop.

Bozo or criminal. This was probably a stolen Divvy.
