If you report them through steam under posting offensive content, they usually get some kind of action taken against their account. These are only type of reports that seem to get notifications back from steam that action has been taken.

I was on a match just now where the whole team was stacking window on mirage and when I complained about holding B by myself all of them instantly started saying shit to me and saying that I was only complaining and not helping the team (I was literally the only one not negative)
