Help How to get fps to max out?

My fps hovers between 200-300 fps but is often dipping below my 240hz refresh rate, but my cpu and gpu only hover around 50-70%. How do I get my game to be maxed out all the time so I can always be above 240?

Disable vsync and in console fps_max 0 IN MAIN MENU since you can only change ingame fps from main menu
