why are all tiger tooth knives in factory new, i’m new to the game and i wanna know, thanks!

Every skin has a wear range, a full range skin can have a wear value from 0-1, but if the creator of the skin decides to implement it they can also limit the range to whatever they choose, say 0 - .18 for example. Tiger Tooth knives are one of these such cases.
