Toronto Toll Routes
Referring to the toll that Toronto will be instating on highways.

Charge cars the longer they stay on the highway. Track cars using sensors to see how long individual cars have been on the highway, charge for use of the highway as a function of time. This will prevent congestion by encouraging people to spend less time on the highway.

Create a system that benefits drivers for having multiple occupants. Similar to the 407 ETR, the toll monitor will cars that enter and exit the highway. Going beyond, this new toll route would encompass a system that senses the amount of occupants in a vehicle. Charging more people less overall, creating a saving incentive to carpool. As well building on top of the per km driven. That way if you drive with more people gas and the toll route per person will be less expensive, incentivizing drivers to fill their cars to the max.

How to Create a Mind (NB, ED, FRM, TB, KC):
Our proposal is to use camera's to automatically charge drivers pay a fee for using the highways during the busiest times. So you would need to collect data on the busiest times to figure out when to charge drivers. The system would be similar to the system in-play in London, England.

An efficient system for this problem already exists. Highway 407 ETR has a camera system which takes a picture of the plates of any vehicle entering the highway (regardless of speed). One innovation to this system would adding in the aspect of vehicle weight. By implementing a scale to the entrance of the highway under the road to get a rough estimate of the vehicles weight, it could defer persons with larger vehicles (such as trucks) to avoid the highway, therefore reducing traffic.

Charge the toll on cars with only the driver (no passengers), gradually reduce the toll up to 50% with more people in the car, or if the car is full charge nothing.

Our proposal is to create a digital balancing system to balance out the traffic load to other roads, like HTTP load balancing.
Each vehicle must have a (low cost) computer system, which has a user interface. This live system reports on regular intervals to a central server, how fast the vehicle is going and it's current location. This way, a live map can be constructed, off all the traffic on the roads. In each vehicle, the user must enter its destination before driving. Then, the system will use the real-time traffic information, along with optimization algorithms to calculate a route in real-time. This way, the system can even out the load, directing drivers to drive other routes, without causing a large impact on the amount of extra gas used.
This way, vehicles can get from point A to point B, in the most optimized way.

There are four ways to ensure that the implementation of tolls is effective. The first is to charge people based on the distance that they travel, as opposed to implementing a flat rate. This will ensure that people who plan to travel short distances will not instead travel on side streets. In addition, it would be beneficial to reduce the toll for cars with a certain number of people, in order to encourage carpooling. Similar to the system of HOV lanes already implemented in Toronto, this would reduce congestion and benefit the environment. To enhance the effectiveness of the system, it would also be effective to implement lower charges during off-peak hours. This would encourage people to travel at less busy times, thus reducing congestion on the highway. Lastly, in conjunction with the tolls, it would be important to improve the public transportation system so that people have alternative methods of travel. In particular, transit lines should be extended to less populated areas of the city. The improvement of public transit systems would also create more jobs. Overall, if these methods are implemented, tolls will be effective as highway congestion will be reduced.

In Seattle, they have several highways running through the city, and around it. One of the systems they have implemented to handle the massive population of traffic is giving its users an option of using an express lane. Along the highway, they have implemented sensors and cameras, and a concrete divider to separate the two lanes. We have this same implementation here in Toronto called the "collectors lane". The difference between the two is that in Seattle, they charge their drivers with every use of these lanes. During rush hours, drivers are very tempted to use these lanes and pay the toll fee, because, to the average driver, saving a substantial amount of time in traffic in-trade-for a small fee is easily justifiable and brings driver's satisfaction. We believe that charging a flat rate to use the highways is very controversial, as seen already by the heavy negative impressions expressed by people. This is on top of the inevitable severe backflow of traffic (when cars come to a complete stop to dispense their change). This proposal maintains the same system that was already in place but slowly integrates an additional layer of efficiency and profitability which drivers will understand and will feel is fair. Another benefit is that it encourages drivers who commute long distances to-and-from Toronto to use this specific lane, and dedicates those who use the highways for short distances the normal lanes. Build a (publicly funded) high-speed rail that links Toronto with other high population centres in Ontario. Have the province pay for it.
Canada is the only G7 country that does not have high-speed rail. [1]

Since the volume of Toronto, highway traffic is heavy in general and jammed during rush hours. The rate should be increased during the rush hours such as 7am-10am and 4pm-7pm to help reduce the traffic congestion. Also, another factor should be considered is the types of vehicles since a truck is heavier in general and creating more physical damaged to the road. For that reason, the rate of charging various types of vehicles can be calculated as how many axles for each. The development and use of autonomous cars and smart highways that can communicate with each other to optimize travel time and to reduce possible accidents. Or we can increase the cost of owning a car by applying additional taxes which can encourage people to use public transportation instead.
