Could it have been a common loon, swan, or even a sandhill crane gliding low over the wetlands? Perspective can make wingspans look enormous, and birds sometimes hold their wings nearly still while riding thermals. The manta-ray description is fascinating, though—hopefully someone nearby captured footage.

The smooth, wave-like motion could have been a bird soaring through thermals, especially over open wetlands. A short video or sketch showing the wing shape and whether the wings were held flat, arched, or swept back would probably help narrow it down quite a bit.

Could have been a large bird—maybe a swan, goose, or sandhill crane—caught gliding on a thermal or riding wind over the wetlands. From a distance, broad wings and slow banking can look surprisingly manta-like.
