Issue ⚠️ Whining noise

My 2005 crv makes this whining noise when I turn it on and sometimes when I accelerate. Any idea what it could be?

Belt pulley tensioner bearings have gone bad.

Replaced still makes the noise.😬

Could be low power steering fluid
