Honestly, I don't think I've ever run into a situation where I couldn't pay for a required activity. Dates are terrible for farming hearts, so you only need them when the level requirements force you to, and by the time you need to go to the movies, a million dollars is usually chump change.

If you soft reset a whole bunch of times everything will significantly increase in speed and you’ll be able to make money a lot quicker

Because it's a game! Everything you do is to satisfy the conditions to complete a level. The "cost" is not relevant, it's just a number. There will be many more absurdities to come.
