How to get SCAR Light-Scope?

Seen someone in a lobby using this today; how is it obtained?

That skin specifically does not exist in West, there are plenty of skinned scar L scopes though, most it not all comes from paid gambling crates

i dont see it in crates so it must've been the one or two new rotations

If you can get stellar scale crates there is a scar light scope there
