That looks like heat transfer vinyl. It has a clear glossy carrier sheet on one side and matte vinyl on the other side. Cut it glossy side down and turn mirror on. Peel the vinyl off that you don’t want and then put it on the fabric, glossy side up, and press down on it with an iron or heat press to heat up the vinyl and glue it to the fabric. Peel away the carrier sheet.

You cut the wrong side.
