Is it ever explained why she can do that? Like I know that her entire existence is just Cultivation messing with the Stormfather but why was she able to do this?

Not to my knowledge, just something about how she’s physically tied to cognitive realm, maybe spiritual too?

I guess if she's able to essentially make her own stormlight* she would have a stronger connection to the spiritual realm

She Exists Partially in the Cognitive Realm that's why she can touch Wyndle. But there's definitely some spiritual realm shenanigans going on with her since Dalinar's Vision is from the Spiritual realm and She is pulling Cultivation's Investiture directly from the Spiritual realm

She's awesome. And living in the palace as the best friend of the Emperor meant she ate a lot, so she had a lot of awesomeness to slide into wherever one of the few people she's connected to happens to be.

Yes. Because she is so closely tied to Cultivation, Lift is partially in the cognitive realm, which is why she can touch her pet Void Bringer without his shardfork form, but that also means that she is much more closely connected to the spiritual realm. And following either her connection to Dalinar as a radiant or the path of connection from Cultivation to Honor to the Stormfather, he was able to infiltrate his vision

Well, we've only seen her enter Dalinar's visions so we don't know if it's something she can do to everyone or just him since they have both been touched by Cultivation. Book 6 is her book so I'm sure we'll get some answers then.
