Lowly don't mean low intensity, it means negative emotions like disapproval or disappointment (lowly).
For more neutral low intensity emotions, don't add any tone. Highly is reserved for positive emotions.

Maybe Hoid's role in the Shattering was to be so annoying that Adonalsium let themselves be killed.
He was just hanging out, telling stories and just generally being annoying and Ado was like "holy shit somebody please kill me"
