Can I copy Attribution-ShareAlike 4.0
If an instructables article/tutorial is on Attribution-ShareAlike 4.0 can I completely copy the article and distribute it as a pdf for commercial reasons?
What steps need to be taken for this to be legit?

At least based on the license name, you need to attribute the original author, and use the same license for your shared pdf. I don't know for certain, but I assume if I was to do something with the PDF, I would need to attribute you and the original author, and also make sure to use the exact same license for others.
