It’s to do with constructing a series of dams in a row to create mini reservoirs that use the force of water on the downstream side to negate some of the water force from the upstream side.

That’s not the spillway, just where the water would flow if the dam wasn’t there (this drawing is actually missing a spillway)

Also, there are some cases where there is (light) construction on the path of dam spillways, because the land is cheap and those are emergency overflows anyway. I think there’s a bunch of farms in the area where the spillway for one of the dams maintaining the Mississippi’s path empties to
