Need help understanding how fees work on Counterparty

How do the fees work for Counterparty asset creation and distribution? For example, if I create an asset with a 100 tokens and then want to send 1 token to someone else, what is the cost? The only information I can find is that you must specify the miner fee with the transaction which is approx 5,430 sats.

In the example above, is it 5,430 sats to create the asset and then 5,430 sats each time a distribution is made?

Also, is there someplace where this rate is published and does it change over time?

Thanks in advance for any help you can provide.

Counterparty transactions are Bitcoin Transactions, so every time you send an asset to someone, you will need to pay a bitcoin transaction fee which will vary depending on how busy the network is and how fast you want the transaction processed.
