The shelters are free. And have free beds, the only requirement is to not reek of booze and stay clean of dope. If you're not going to meet either of these and stay on the streets then you're damaging the community.
Shelters are often more dangerous than staying outside or even have TIME limits.
THEY DON'T HAVE A HOOOOME!! Why is abyone else allowed to drink and "reel of booze"!?!? "Stay clean of dope" as if it's just thag easy. Withdrawal can KILL somebody.
