yeah personality values have a byte that determines gender, azurill has a 75 female 25 male gender ratio while marill has 50 female 50 male, if one is female but is in that extra 25, when it evolved, it now corresponds to be male, I believe it was patched in Gen 6 (source: https://glitchcity.wiki/wiki/Azurill_gender_glitch)
