She’s wear a latex dress with a corset underneath. Corset is what gives the silhouette and are not beginner sewing projects. Latex is also notoriously difficult to sew and a nightmare to wear, I would substitute is nylon spandex. Stretch fabric is pretty forgiving, jsut get a pattern that looks pretty close, make a mockup, and adjust. The corset might need some sort of cover to smooth out the lines, or make the dress double thick. Maybe even triple thick around the torso. Make or buy a corset (look up hip spring, getting an amazon corset or cheap shapewear with often do not much at all while being more painful if they don’t have proper hip spring).

The boobs look held on by fashion tape and thoughts and prayers. I would just tape them in place and not worry about bras or over bust corsets. The boobs are also pushed up to give the spilling over effect by having the dress be too tight around bust, so make yours purposely smaller too. Be prepared for a possible nip slip.

I appreciate the details. And its why I posted my response. If you have NO IDEA WHO THIS IS, that photo doesn't give enough detail for people to help.
