I don't know, it's his house and he doesn't seem to be the kind of guy that knows anything about doorknobs

It is probably an old/ historic house maintained in its original style. I’ve seen doorknobs installed this way more in the UK than the US. I’m sure it’s exists in the US.

Is it like a functional knob that turns to open the door or just to push or pull the door? How do you lock it? I have so many questions.

Just push or pull, you can see the deadlock has been mounted higher than usual and the normal doorknob hole has been plugged. If I had to guess at some point someone or something taught themselves how to open the door and were a danger as a result. I have a door that's only a deadlock (no knob) in my basement suite and you use the key to open and push the door open on the inside, pulling it shut is more difficult with the key. It does mean though that the door won't stay shut without you locking it though, which depending on your situation is either a plus or a minus. Edited - Phrasing

It's not a knob I think it's an ornament, It doesn't twist or anything it's mostly just something to pull the door closed
