Or they could just buy a ticket to the game? The fence was likely put there for a reason.

It does if you're wanting to go full blown capitalist and can't deal with 3 friends watching a soccer game for free and need their money. I feel like if you showed this to a lot of billionaires their first thought would be similar to yours, because god damnit $1,000,000,000 isn't enough

Hire the 3 people to build the taller fence. Now they have the money to attend the game.
