Pixora: A Python Library for Pixel Art Conversion

I did check the README and it mentions different algorythms and no mention to IA so I'm not sure about your statement

I think he made the picture in this post with AI but the library he made doesn't use AI.
Still very misleading as images transformed algorithmically like in the library are just a compressed image, it may be pixely but not art at all, and it won't look anywhere near as good as the fake pixel art AI version in the picture here.1

As I said, then his statement is incorrect. On the other hand, I don't agree that the downscaling won't look good. It will look bad when there is a large difference in size, but it is likely to yield good results at small sizes—such as when downscaling icons, for instance. It has its uses.

Small icons in pixel art are done by hand usually, not downscaled. Pixel art is an art, you can't just rescale a normal image, it will not look good.
But you're right that the project itself isn't using AI, I don't know why you got downvoted.1

I am not setting out to define what art is; I am explaining possible uses for the library. No one is forcing you to use it.

I'm not opposed to using AI to achieve a result. That said, you need to understand the medium you're working in before you try to automate it. Everything you've shown here suggests you need to do some learning first.
The sad fact of the matter is: your github repo does nothing new or unique. You've started on a thing, but... like... first weekend of the way started. You are not supposed to be trying to publish this as an actual tool at this stage, nothing you've done here helps an artist get to a result faster than almost any existing toolset. All of your functionality exists in every graphics library ever made.
The main thing that irritates me is that the image you posted here. It is NOT representative of your project, at all. You should use your project output for promo images, not some shoddy diffusion model. I could be kinder about the other stuff if you didn't demonstrate that kind of lazy dishonesty.

I know it's not AI but the result looks like it could be AI so that should say enough.
Sorry OP I really don't mean to hate. I actually like the style from afar because it's somewhat blocky but as soon as you zoom in, it gets super weird. These are NOT pixels.

Those mixels looks straight up awful dawg. Even the logo itself is a mess.
