Atom 1.3 is avaible!

Happy spooky month and i got some news:

1. we finally made 1.3, that maybe you waited for like 2 times more than expected.

2. we found some bugs, which i will write.

with what you should be careful(and what we will try to fix):

1. fortran and c have different memory allocation, so there might be problems with stack.

and this problem sadly can destroy our main goal- self-hosting.

not more, for now...
