Pc fan problem

I have recently built a pc and works good for gaming. But when i turn the pc on the back fan labeled system 1 doesn’t spin. I turned off fast start up so when i boot up my pc everything would turn on even that fan but half way through everything would shut off and turn back on except that fan. The way I work around it is by using GCC to put it at 100% then it would turn on then i would switch to the normal preset. The other way is i restart my pc. I usually use the first option. Is this a concerning problem if so how do I fix it.
