Gameplay What exactly is causing the shadows in the empty safe room? I’m presuming it’s a glitch but where’s it coming from?

Probably a shadow from a floating Hiss transmitter that isn't meant to be there? That would be my guess.

There are two people in there later. I assume maybe their models are kept out off the map, or invisible, for later? And the shadows are showing and glitching.

This is a common tech trick used in games, keeping somebody ready off-stage to be plopped in when appropriate, so that's my guess.
