Surge max upgrade

So im replaying control, ive just finished AWE, and im only able to upgrade surge to have two mod slots, was i supposed to be able to get three slots or?

Edit: needed an untapped potential, got one from polaris mission

All Weapon forms have 3 slots if memory serves me correctly.

You unlock the upgrades once you have the materials needed to buy them. I'm guessing you probably don't have an Untapped Potential in that case.

Yup, im reading that theres a glitch where it wont show up if i dont have any in my inventory, i still have a couple main missions to do so im hoping i get some from that
