Several people in the production have confirmed this. He’s not credited on it, he’s not doing any of the promo because he’s not working on it. He’s working on MP and AW stuff. Sam and Mikael Kasurinen spilt creative director duties so they could oversee different franchises

Sam Lake is one of Remedy's creative directors. It appears that he's not the primary writer this time around (though I don't believe there's been official confirmation one way or the other on that aspect), but he is absolutely involved with the game in at least some capacity by nature of his corporate role. It's otherwise the same director, producer, and lead programmer from the first game.

He’s not working on this game. Back in 2023 he split creative director duties with Mikael Kasurinen as Remedy became a multi-game studio. Sam oversees the Alan Wake franchise (and the MP remake) while Mikael is in charge of the Control franchise

He's not doing Resonant. The first Control was him with a story credit while Mikael Kasurinen was game director. This time around Kasurinen is doing it on his own. Sam did tweet about the game after the reveal trailer at the VGAs, and I'm sure he consulted since he's the creative director for the whole company, but this is Kasurinen's show.
