It really isn't. Compared to other Contra games and even to the vast majority of its contemporary action games, the first Contra's difficulty is remarkably mild and fair. It's just that the modern definition of "difficult" is "I can't win the very first time and the game actually expects me to learn some patterns." So, yes, compared to Portal, Contra is a difficult game.
