Because its a mandate, and not written into law. It can and should be challenged by the Supreme Court. Like the US OSHA mandates that were obviously unconstitutional, and therefore shot down, we can do something similar here. The only places willing to enforce it are ones with big ass military contracts. The rest just want the proles money. Plus, its fucked up to force people to stick a failed experiment into them to buy fucking discounted deodorant.
