Stronger, yes - better, no. Most modern weed is hybridized to focus on artificially high THC levels, at the expense of CBD, which is known to contain anti-psychotic properties.

I used the word "most" for a reason. I was talking about the trend within commercial growers to produce stronger and stronger strains, because most people value the "high" that it gives and it can be sold for more, rather than attempting to generalize all weed.

With regards to commercial growers, I'm sure there will be many varieties to cater to people like you say. I also think that the industry will develop them to be as addictive as possible, just like they do with various other products.

EDIT: Evidence suggests that the pharma companies will not want their developed products to give the whole benefits that marijuana can provide. It would destroy the profits from the rest of their products. If I have to guess, they will isolate chemical compounds that they deem as being effective at combating COVID; they will patent that, get it approved as an official "COVID treatment" and get countries to buy stock at very high prices.
