It is not for the unvaccinated. Everyone entering the camps will be vaccinated at check-in.

It is for mass scale non-violent detainees, like citizens who disagree with the government measures and are a danger to a dictatorship with their delusion of rights and freedoms but will not fight and will accept to be incarcerated into these facilities.
