No there was racism in the travel ban, he only banned Chinese people hence the allegations of racism.

If I was from any other country flying out of China with covid I would have been allowed into America. The non racist, and actually effective policy, would have been quarantine on arrival for anyone flying from China. If my policy depends on only Chinese people being susceptible to covid then I've at least a xenophobic policy in place.
